SECTION 4.15 DEFINITION OF "MEMBERS OF COUNCIL".

Whenever this Charter requires the vote of a stated fraction of the "members of Council" or the "members elected to Council", the number to which such fraction is to be applied shall be seven reduced by the number of vacancies then existing in the Council.
