SECTION 4.12   EFFECTIVE DATE OF ORDINANCES AND RESOLUTIONS.
   Each ordinance and resolution providing (a) for the appropriation of money or for an annual tax levy, or (b) for improvements petitioned for by the owners of a majority of the front footage or of the area of property to be benefited and specifically assessed therefor, or (c) for the submission of any question to the electorate or the determination to proceed with an election, or (d) any ordinance or resolution subsequent to the first resolution or ordinance relating to a public improvement whenever the legislative authority is required to pass more than one ordinance or resolution to complete the legislation necessary to make, finance or assess the cost of that public improvement, or (e) any emergency ordinance or resolution shall take effect, unless a later date be specified therein, upon its approval by the Mayor, or upon the expiration of the time within which it may be vetoed by the Mayor, or upon its passage after veto by the Mayor, as the case may be.
   Any other ordinance or resolution shall not become effective until thirty (30) days after its approval by the Mayor, or until thirty (30) days after the expiration of the time within which it may be vetoed by the Mayor, or until thirty (30) days after its passage after veto by the Mayor, as the case may be. This section shall not prevent the Municipality from proceeding to give any notice or make any publication required by an ordinance or resolution after its passage and prior to its effective date.
