SECTION 4.11   EMERGENCY ORDINANCES AND RESOLUTIONS.
   Each emergency ordinance or resolution shall determine that said ordinance or resolution is necessary for the immediate preservation of the public peace, health, safety, or welfare, and shall contain a statement of the reason for such necessity. No ordinance or resolution granting, renewing or extending a franchise, fixing or regulating the rate charged by a public utility for its services, changing the boundaries of the Municipality, or enacting, amending or repealing any zoning ordinance shall be passed as an emergency measure. The affirmative vote of at least two-thirds of the members of Council shall be required for the adoption of an emergency measure.
