Council shall redivide the City into four (4) wards not later than May 15, 1971, which wards shall be as nearly equal in population as practicable, by streets, alleys, avenues, public grounds, water courses, municipal corporation lines, center lines of platted streets or railroads, and shall be composed of adjacent and compact territory.
Council shall, at least one hundred and eighty (180) days prior to each regular municipal election, adopt an ordinance re-establishing said wards if they find and determine that there is a change in population resulting in a variance of more than ten percent (10 percent) from the arithmetic average of all wards.
If no redistricting ordinance according to the foregoing standards becomes enacted, the Mayor, within one hundred and fifty (150) days prior to the election shall submit to the Council a plan of redistricting according to the foregoing standards. Such plan shall become law thirty (30) days after its submission to the Council, unless the Council shall within such thirty (30) day period adopt a different division according to the foregoing standards.
