The legislative powers of the Municipality, except as otherwise provided by this Charter and by the Constitution of the State of Ohio, shall be vested in a Council of seven (7) members.
Four (4) members shall be elected by the electors of each of the four wards hereinafter provided, one (1) from each ward. Three (3) members, one of whom shall be elected as President of Council, shall be elected at large by the electors of the Municipality.
The term of each member of Council elected at the regular Municipal election occurring in 1971 shall begin on January 1, 1972 and each shall hold office until the first Tuesday after the first Monday in December of 1973 or until his successor is elected and qualified.
Thereafter, the term of each member of Council shall be for a period of two (2) years, beginning on the first Tuesday after the first Monday in December following a regular Municipal election, and each shall hold office until his successor is elected and qualified.
