PREAMBLE

We, the people of the City of Middleburg Heights, in the County of Cuyahoga and State of Ohio, grateful to Almighty God for the freedoms we enjoy, in order to secure for ourselves the fullest measure of municipal home rule and local self-government under the Constitution of the State of Ohio, do hereby adopt this Charter.
