After July 1, 1996, upon every change of occupancy occasioned by or incidental to a sale, lease or sublease of a dwelling unit, the grantor thereof (i.e., the seller, lessor or sublessor, as the case may be) shall certify to the new occupant, before occupancy, that all carbon monoxide detectors, as required by this chapter, are installed and in proper working condition. Failure to comply with this section shall be punishable as set forth in Section 1357.99, provided, however, that this section shall not be construed to vitiate or render void any contract, lease or sublease subject hereto.
