1343.01 EXTERIOR USE OF MASONRY BLOCK PROHIBITED.
   (a)   The use of masonry block, sometimes referred to as cinder block, cement block or split face cement block, as a visible exterior construction material in any building within the City, is hereby prohibited, unless the material conforms to the Standard Specification for Facing Brick, C216-92d of the American Institute for Testing and Materials, including any amendments thereto, except that split face cement block is permitted in General Industrial Districts.
   (b)   An addition to an existing building not conforming to subsection (a) hereof may be constructed of the same nonconforming materials as the main building if the Planning Commission determines that the addition would be more consistent with the objectives of the Zoning Code if it is constructed of nonconforming materials than it would be if it is constructed of conforming materials.
