1337.07 USE OF FOUNDRY SAND AS LAND FILL.
   Any person desiring to utilize foundry sand or any foundry sand byproduct as fill material shall, in addition to compliance with all other requirements of this chapter, comply with the following conditions:
   (a)   Such person shall furnish a sketch of the area to be filled by the deposit of foundry sand or foundry sand by products with accurate measurements shown thereon as to the size of the area and the depth to be filled.
   (b)   The sketch shall designate the accurate location of any natural watercourse or lake in the immediate area to be filled.
   (c)   A projected time schedule for filling such area, with proposed safeguards to prevent foundry sand from blowing onto adjacent properties, shall be submitted.
   (d)   The deposited foundry sand or foundry sand byproducts shall be monitored by a reputable testing laboratory every six months, and a written report shall be sent to the City Engineer, in order to determine whether or not the deposit of such sand has an adverse effect on the adjacent area.
   (e)   There shall be no stockpiling of any foundry sand or foundry sand byproducts, nor shall any unfired foundry sand be deposited for use as land fill.
