1337.03 ELEVATION CHANGES; PERMIT REQUIRED.
   No person shall, except pursuant to a permit issued by the Building Inspector in accordance with the provisions of this chapter:
   (a)   Change by more than two inches the average elevation of any portion of a lot or parcel of land within the City which lies within ten feet of any boundary line thereof, each portion lying between each boundary line and a line within such lot or parcel which is parallel to such boundary line being considered a separate portion for the purposes of this subsection; or
   (b)   By filling or other means add soil or other surface material to any lot or parcel of land within the City, or by excavation or other means remove soil or other surface material from any such lot or parcel, in an amount greater than one cubic yard for each 2,000 square feet of the total area of such lot or parcel.
