No person shall, by excavation, filling or other means, change the grade of any lot or parcel of land within the City in such manner as to:
(a) Create a nuisance upon such property, by obstruction of the natural drainage of water from such property;
(b) Adversely affect adjacent private or public property by diversion of surface water onto such adjacent property or by the increase in the rate of run-off of surface water onto such adjacent property or by interference with, or obstruction of, natural drainage of water from such adjacent property;
(c) Interfere with or obstruct the public water system or the public sanitary or storm sewer system or interfere with or obstruct a natural watercourse; or
(d) By reason of the type of fill material used or by the number of fillings, create a nuisance by permitting such material or polluting effluent therefrom to flow or be washed or drained onto adjacent private or public property, or into a natural watercourse, or into the public water system, or into the public sanitary or storm sewer systems.
