Whenever such building or other structure or anything attached or connected to any such lot has not been repaired, secured or taken down and removed within twenty days from final service of such notice, the Building Commissioner shall provide for the repairing, securing or taking down and removing as specified in the notice to the owner or person having the charge or management of such lot or parcel of land. The total cost therefor, as provided in Ohio R.C. 715.261 shall, if not paid within thirty days, be certified by the Clerk of Council to the County Auditor to be placed upon the tax duplicate for collection in the same manner as other taxes and assessments are collected.
