Upon the determination of the Building Commissioner that such a condition as described in Section 1333.01 exists, a notice to so repair, secure or take down and remove shall be sent to the owner or person having the charge or management of such lot or parcel of land, either by certified mail directed to such person or by posting a copy of such notice on the premises and advertising a copy of such a notice for two consecutive weeks in a newspaper of general circulation in the County.
