1303.12 ESTABLISHMENT OF LOT DRAINAGE PRIOR TO COMMENCEMENT OF CONSTRUCTION.

In all cases where the construction of buildings or structures in the City requires, as incident to such construction, the installation of storm sewers,, drains or swails, such storm sewers, drains or swails must be installed at the rough finish grade prior to the commencement of construction of the structure.
