925.05 STANDARDS FOR ISSUANCE OF PERMITS BY COUNCIL.
   Council shall be presented, in the event of either approval or disapproval of the application, with all of the information, plans, drawings and specifications which were presented to the Planning Commission and shall make its own separate determination as to whether or not the proposed facility is necessary for the service, convenience or welfare of the public served by the public utility in one or more political subdivisions other than the City, whether or not the proposed facility will be constructed in accordance with generally accepted safety standards and whether or not it will unreasonably affect the welfare of the general public. In arriving at such determinations, Council shall have the right to request any additional information from the applicant as is reasonably necessary for Council to make such determinations. Council shall have the further right to impose reasonable regulations concerning or in connection with the construction of the proposed facility. Upon approval by Council of the construction of the proposed facility, Council shall issue a permit therefor at no cost to the applicant subject, however, to any reasonable regulations or conditions attached to the issuance of the permit by either Council, the Commission, or both.
