(a) Any organization or group of individuals designated to use the picnic grounds and pavilions or other outdoor recreation facilities of the City Hall complex must make application for and obtain a permit for such use through the office of the Recreation Department.
(b) The Recreation Director will set and enforce rental fees, hours and procedures for park areas and may change such fees, hours or procedures as he or she deems necessary.
(c) The organization that is issued a permit to use the facilities must be responsible for cleaning up all garbage and litter, depositing the same in proper receptacles and assuring that the area is left clean. Failure to do so may result in an additional charge being assessed based on the time required to clean the facility (minimum one hour).
