The Recreation Director is hereby authorized to adopt reasonable rules and regulations for the proper utilization of the Community Center and picnic grounds, and other recreation facilities at the City Hall complex, in order to protect and maintain the facilities. Every person shall observe such rules and regulations. The Recreation Director may immediately cancel any function and immediately deny further use of the Community Center and picnic grounds and other recreation facilities at the City Hall complex for violation of such rules and regulations.
