(a) To protect the public, the City shall require any person or firm engaged in the business of public tree maintenance and/or removal to be licensed by the City.
(b) The license fee shall be twenty-five dollars ($25.00) annually to be paid in advance.
(c) Before any license shall be issued, each applicant shall first file evidence verifying:
(1) Coverage by workers' compensation.
(2) Liability insurance coverage, in the minimum amounts of one million dollars ($1,000,000) for bodily injury and one million dollars ($1,000,000) for damage to property, to cover and save harmless the City and its agents from all suits, claims or actions of every class and nature for injury to persons or damage to property caused or claimed to be caused, directly or indirectly, by the conduct of the work contemplated, by acts of strangers, by any condition due to the elements or by any defects or insufficiencies in any method, material, way, machinery, equipment or apparatus used in connection with the work.
(3) Bonding.
(4) Certification by the Ohio Chapter of the International Society of Arboriculture.
(d) No license shall be required of any public service company, including utilities and their agents and contractors, or of employees of the City, performing tree maintenance and/or removal in pursuit of their public service endeavors.
