904.14 PRUNING OF TREES ON PRIVATE PROPERTY.
   (a)   Duty to Prune. It shall be the duty of any person or persons owning or occupying real property bordering on any street, upon which property there may be trees, to prune such trees in such manner that they will not obstruct or shade street lights, obstruct the passage of pedestrians on sidewalks, obstruct the vision of traffic signs or obstruct the view of any street intersection. Said persons shall remove all dead, diseased or dangerous trees, or broken or decayed limbs, which constitute a menace to the safety of the public. The minimum clearance of any overhanging portion of a tree shall be eight feet over sidewalks and twelve feet over streets, except truck thoroughfares which shall have a clearance of sixteen feet.
   (b)   Order to Prune. Should any person or persons fail to remove trees as herein provided, the Director of Public Service or the Forester shall order such person or persons, within thirty days after receipt of written notice, to remove such trees.
   (c)   Service of Order. The order referred to in subsection (b) hereof shall be served, by certified mail, to the last known address of the property owner.
   (d)   Failure to Comply. When a person to whom an order is directed fails to comply within the specified time, it shall be lawful for the City to remove such trees and assess the property owner for the cost of services rendered.
