All public utility work performed by the Ohio Bell Telephone Company, the Illuminating Company, the Columbia Gas Company and any cable television company shall be subject to the direction and made under the supervision of the Director of Public Service. Any inspection of the work by the Director or his authorized agent shall be paid for by the applicant at the prevailing hourly rate for inspection.
