In the event any road opening within the City upon public property, disturbs or injures grass either on the public or private property, such area of grass so injured or disturbed shall be replaced by grass sod at least equal to or better than that grass so injured or disturbed. The term "grass" herein shall include only those portions of grass vegetation which are normally mowed and maintained as lawn and shall not include wild grass or weeds, which shall be replaced by appropriate seeding.
