Each permit for making such opening, excavation or work shall be confined to a single project and shall be issued by the Director of Public Service only after a finding by him that such opening, excavation or work will not be detrimental to the public interests. Application for such permit shall be made on a form approved by the Director, giving the exact location of the proposed opening, excavation or work, the area and depth to be excavated, the time required for the work and such other facts as may be required. The permit shall be issued only after a cash deposit has been posted with the Director, satisfactory to the Director as to amount and in all other respects, and conditioned upon the prompt and satisfactory refilling of all excavations and restoration and cleaning up of all surfaces used or disturbed. The Director may also require liability insurance or a bond in such amount and with such surety as he shall deem necessary, conditioned to safeguard the Municipality from any liability for injuries or damages which might occur from the opening, excavation or work. Upon completion of all the work the applicant shall post a cash deposit or surety bond with the Director, satisfactory to the Director as to the amount and in all other respects guaranteeing the work for a period of one year.
