No person, other than the Director of Public Service or other authorized officer, employee or agent of the Municipality shall make any opening, excavation or do any work in any street, alley, sidewalk, public place or way of the Municipality unless a permit to make such opening, excavation, or do such work shall have been obtained prior to the commencement of the work as herein provided.
