When a permit is issued, the same shall terminate and become inoperative without any action on the part of the City, unless actual drilling of the well has commenced within six months from the date of issuance of the permit. The cessation of the drilling operation for six months shall operate to terminate and cancel the permit, and the well shall be deemed abandoned. Thereafter, no person shall drill or operate any such well within the City without the issuance of another permit.
