As used in this chapter:
(a) “Tree removal” means removal of a tree or trees from its location by any means including cutting, sawing or digging.
(b) “Tree removal service” means a person or enterprise that engages in the business of cutting or removing trees.
(c) “Tree” includes any tree with a caliper of five inches or more.
