No person shall conduct any garage sale, barn sale, basement sale, porch sale, yard sale or any other sale of clothing, merchandise, appliances or other personal property, offered for sale to the public, in any residential district without first having obtained a license therefor from the Police Division. The fee for such license shall be two dollars ($2.00).
