721.01 PERMIT REQUIRED; FEE; BOND AND INSURANCE.
   Whoever desires to sell Christmas trees within the City during the Christmas season shall file with the Building Inspector a written application for a permit, which application shall set forth the following items:
   (a)   The proposed period of time within which such trees will be sold.
   (b)   The location of the site.
   (c)   The name of the owner of the site.
   (d)   Statement that the site is located within a commercial zone.
   (e)   The applicant shall also state that he will not locate such trees closer than seventy-five feet from the street.
   (f)   He will post not more than two temporary signs advertising the sale of such trees, such signs to be of a size not greater than thirty-six square feet each and the signs will not be placed nearer than seventeen feet to any street.
   (g)   The site will be adequately lighted.
   (h)   Adequate off-street parking will be maintained.
   The fee for such permit will be twenty-five dollars ($25.00) which will be payable with the application. In addition thereto the applicant shall post a seventy-five dollar ($75.00) bond to guarantee that the site will be cleaned up within ten days after December 25. In the event that the applicant should fail to clean up the site within that time, the seventy-five dollar ($75.00) bond will be forfeited. The applicant will also provide a certificate of insurance showing coverage of public liability insurance with limits of one hundred thousand dollars ($100,000) for personal injury and fifty thousand dollars ($50,000) for property damage.
