Any person desiring to secure such license shall make application to the Mayor or his authorized representative and deposit the sum of ten dollars ($10.00) as license fee. The forms of such application shall be prescribed by the Council from time to time. The Mayor or his authorized representative shall present to Council at each meeting all applications filed since the preceding meeting, and if the application is approved by Council, shall issue a license therefor in a form to be prescribed by Council. If such application is rejected, the fee shall be returned with notice of such rejection.
