An appeal from any decision of the Mayor revoking a certificate of necessity, a license to operate or a driver's license may be had to a Board of Appeals which is hereby created composed of the Safety Committee of Council, which Board is empowered with the authority after full hearing to affirm, modify or reverse the decision of the Mayor.
