713.02 CERTIFICATE OF NECESSITY AND LICENSE TO OPERATE.

No owner shall operate a public vehicle within or from the Municipality unless he is the holder of a certificate of necessity and a license to operate issued pursuant to the provisions of this chapter. (Ord. 1950-23. Passed 4-24-50.)
