Whoever violates any of the provisions of this chapter is guilty of a misdemeanor of the first degree and shall be fined not more than one thousand dollars ($1,000) or imprisoned not more than six months, or both, for each offense if an individual, and shall be fined not more than five thousand dollars ($5,000) if an organization. Every violation shall be considered an individual offense subject to the full penalty provided in this section. The City Manager is hereby authorized to seal the operation, as it relates to the termination of pregnancies, of any office, clinic, medical center or hospital found to be in violation of any of the provisions of this chapter.
