The Proportionate Fair-Share Program shall apply to all applicants for developments in the city that have been notified of a lack of capacity to satisfy transportation concurrency on a transportation facility governed by the City Concurrency Management System as set out in §§ 30.15 through 30.30, as may be amended or superseded (“Concurrency Management Ordinance”), including transportation facilities maintained by FDOT or another jurisdiction that are relied upon for concurrency determinations.
