(A) The purpose of this subchapter is to describe the requirements and procedures necessary to implement the concurrency provisions of the City Comprehensive Plan and Land Development Regulations.
(B) This subchapter is intended to ensure the availability of public transportation facilities and services and the adequacy of those facilities at adopted levels of service concurrent with the impact of development. These concurrency requirements shall apply only to transportation facilities, including roads and public transit. All other provisions dealing with concurrency management are contained in land development regulations relating to: sanitary sewer, solid waste, drainage and potable water; and parks and recreation.
