(A) The city shall perform routine dredging throughout the dock facility to ensure safe navigation and mooring. All dredging shall be performed in compliance with all permits, regulations or guidelines in accordance with the proper state and federal agencies.
(B) The city shall provide and maintain a minimum of one restroom facility within the park. Additional facilities such as restrooms, showers and others may be provided based upon demand.
(C) Fish cleaning stations shall be provided on upland sites as determined on necessity and location. The dumping or discarding of fish carcasses, unused bait, garbage or any other materials, which could cause environmental damage or property damage is prohibited within the confines of the Mexico Beach Canal.
(D) Trash receptacles shall be provided and maintained throughout the park facility by the city or its designee.
(E) It is shall be necessary that slips 1 through 11 be reserved for vessels larger than 30 feet in length and that slips 12 through 33 be reserved for vessels less than 30 feet in length. The City Administrator may authorize exceptions on an as needed basis.
(F) The City Administrator shall be the designated employee serving in the capacity of “Harbor Master”.
(1) It shall be his or her responsibility to manage and control the use of all facilities connected with the Mexico Beach Canal Park and Recreational Facilities.
(2) As necessary, the Harbor Master shall have the authority to designate in writing an individual to serve in the capacity of Assistant Harbor Master to assist him or her in the daily functions of the facility operation.
(3) One canal slip or parking area shall be reserved for use by the Canal Department dredge(s), boat or other city vessels and one canal slip shall be reserved for use by the Harbor Master, or designee.
(G) The following acts are prohibited and shall constitute a violation of this section.
(1) No permanent live-a-board vessels shall be allowed.
(2) The dumping or discharging of waste holding tanks is prohibited.
(3) Mooring of a vessel without prior authorization.
(4) No vessel underway shall create a wake.
(5) The use of a utility service without prior authorization.
(6) Any unsafe act, which may constitute a public safety hazard.
(7) Any unapproved structural changes or additions to the canal slips, including adding an unauthorized storage box, shall be prohibited.
(H) The city shall maintain proper warning and control devices such as day markers, “No Wake” signs and navigational lighting to provide a safe and lawful environment.
