§ 113.34 PRIVATE CONTRACTORS.
   (A)   Findings. The recitals set forth in the preamble to Ordinance 2011-11 are found to be fact and are incorporated within the operative portion of this section by reference with the same full force and effect as though fully set forth herein.
   (B)   Prohibition. No person, partnership, corporation, limited liability corporation, or firm (hereinafter referred to collectively as "business or businesses") shall, for hire, provide cleanup, debris removal, or home repair and remodeling services within the City of Metropolis without having first registered with the City Clerk and paid the required registration fee.
   (C)   Registration. 
      (1)   All businesses engaged in providing cleanup, debris removal, or home repair and remodeling services in the city shall register with the City Clerk upon forms provided by the Clerk's office. A copy of the registration form in substantially final form is attached to Ordinance 2011-11 as Exhibit A and incorporated herein by reference. The signed completed registration together with an annual registration fee of $25 shall be submitted to the City Clerk.
      (2)   Upon receipt of the registration fee and a fully completed registration form, the City Clerk shall issue a receipt bearing the seal of the city as proof of registration.
   (D)   Exemption from registration. Volunteer organizations or non-for-profit corporations that provide cleanup, debris removal, and home repair and remodeling services free of charge shall be exempt from registration. Persons, partnerships, corporations, limited liability corporations, or firms providing cleanup, debris removal, and home repair or remodeling services which have maintained a fixed place of business in Massac County, Illinois for a continuous period of six months or more prior to the adoption of this section, are exempt from registration.
   (E)   Price list and estimates. All businesses engaged in providing cleanup, debris removal, and home repair and remodeling services must provide all prospective customers with a price list detailing their labor rates, equipment rates, and costs or charges for non-reusable supplies. In addition, all businesses providing cleanup, debris removal, and home repair and remodeling services shall provide all customers with a written estimate of the total charges likely to be incurred by the customers. This written estimate must be signed by a responsible party for the business.
   (F)   Required minimum insurance. Any person partnership, corporation, limited liability corporations, or firm engaged in providing cleanup, debris removal, and home repair and remodeling services in the city shall maintain in full force and effect at all times, a policy of public liability insurance and property damage in an amount not less than $100,000 per claim and $300,000 in the aggregate for bodily injury and $100,000 per claim for property damage. Any such person, partnership, corporation, limited liability corporations, or firm shall also maintain Workmen's Compensation insurance on all persons employed by them. Proof of such insurance shall be provided to the city or any customers upon request.
   (G)   Proof of registration. Upon completion and submittal of the registration form and fee to the city, the city shall publish on its website the name of all companies that have registered to provide cleanup, debris removal, and home repair and remodeling services in the city. It shall be updated as often as reasonably required. All persons, partnerships, corporations, limited liability corporations, or firms, who are registered to provide cleanup, debris removal, and home repair and remodeling services in the city shall promptly display their proof of registration when contacting prospective customers. Further, all persons, partnerships, corporations, limited liability corporations, or firms providing home repair and remodeling services as defined in the Illinois Home Repair and Remodeling Act, ILCS Ch. 815, Act 513, §§ 1 et seq., shall fully comply with the provisions of such Act.
