Driver's licenses issued under this section may be suspended for a period not exceeding 30 days or revoked at any time by the Mayor upon good cause shown after hearing by the Mayor, and no driver whose license has been revoked shall again be licensed as a taxicab driver in the city unless upon the presentation of reasons satisfactory to the Mayor. Provided, however, that any license that has been revoked for a third time for any reason shall not again be restored unless upon the recommendation of the Chief of Police and the City Council.
