(A) Licenses granted under this chapter may be suspended or revoked by the Mayor upon recommendation of the Chief of Police for any violation by the licensee of any provision of this code, any other ordinance of the city, or law of the state regulating public vehicles or traffic upon the public highways.
(B) Any license revoked in accordance with the provisions of this chapter may be restored by the Mayor in his or her discretion upon the recommendation of the Chief of Police; provided, however that when a license has been twice revoked and restored, it shall not again be restored by the Mayor unless upon the recommendation of the Chief of Police and the concurrence of the City Council.
