The City of Metropolis shall have the right as provided in ILCS Ch. 65, Act 5, § 11-40-3 to remove any inoperable motor vehicle or part thereof after ten days from the issuance and service of a written warning notice of violation as provided in § 97.02 above if there continues to exist a violation of § 97.02. The notice shall state that any such person is to dispose of any inoperable motor vehicles under his or her control and the Police Department of the City of Metropolis will remove, after ten days from the issuance of the written warning notice, any inoperable motor vehicle or parts thereof. Nothing in this section shall apply to any motor vehicle that is kept within a building when not in use, to operable historic vehicles over 25 years of age or to a motor vehicle on the premises of a place of business engaged in the wrecking or junking of motor vehicles.
