§ 30.02 MAJORITY PRESENT–QUORUM; MAYOR PRO TEM.
   (A)   No business shall be transacted by the City Council unless a majority of the Alderpersons, to which the city is entitled, is present. The Mayor and any five Alderpersons, or any six Alderpersons without the Mayor, when legally convened, may adjourn from day to day, and may require the attendance of the other Alderpersons, by written notice, served personally left at their usual places of business or abode.
   (B)   Any Alderpersons who shall refuse to attend a meeting of the City Council, without excuse, upon receiving notice as aforesaid, shall be subject to the penalty set forth in § 30.99.
   (C)   In the absence of the Mayor, the City Council may appoint one of its number Mayor pro tem.
   (D)   The Mayor and a majority of all the Alderpersons, to which the city is entitled; or, in the absence of the Mayor, a majority of all Alderpersons, to which the city is entitled, exclusive of the Mayor pro tem, shall constitute a quorum for the transaction of business.
