The city refuse collector shall collect and remove garbage, refuse, and ashes from the premises of business (commercial and industrial) establishments as follows:
(A) One time weekly, November 1 through March 31 inclusive;
(B) Two times weekly, April 1 through October 31 inclusive;
(C) No collections shall be made on Sunday or holidays;
(D) There shall be an interval of at least two days between such collection; and
(E) Business establishments shall place their containers in public alleys, or along the public street if the business property does not abut a public alley, for a sufficient length of time on collection days to permit the city or a licensed collector to make collection of the garbage or rubbish.
