§ 51.06 RATES.
   The rate to be charged residents, householders, or producers of garbage, refuse, and ashes for collection by the authorized collector will be itemized, charged, and billed to the users on their monthly electric, light, and water bill by the Water and Light Department of the city.
   (A)   Rates of charge for residential producers/customers and business/commercial hand pick-up producers/customers of garbage, refuse and ashes in the city shall be the same as the rates that are contained in the residential solid waste collection disposal collector's contract, as amended from time to time, between the city and the authorized collector of garbage, refuse and ashes as designated by the city.
   (B)   Residential users. Residential curbside pickup one time per week to include green waste which includes bagged leaves, bagged grass clippings and limbs up to three inches in diameter and three feet in length tied in bundles with the inclusion of one 90-gallon roller cart at each residence. Residents, householders and producers of garbage, refuse and ashes may obtain additional 90-gallon roller carts from the city for an additional charge of $2 per month per 90-gallon roller cart. The city will not be responsible for replacing lost or stolen roller carts. Residents shall be charged a fee of $2 per month for replacement of a lost or stolen 90-gallon roller cart. This fee shall be added to the residents’ monthly utility bill commencing in the month following the report of the lost or stolen roller cart.
   (C)   Large generators of garbage. The rates for certain larger generators of garbage, refuse, and ashes and certain industrial generators as may hereafter be designated by the city will be negotiated between the user, the authorized collector, and the city, with the minimum rate being no less than the commercial and industrial rate above provided.
