§ 51.02 COLLECTOR’S CONTRACT.
   The city may enter into a contract with a collector for collection of garbage, refuse, and ashes as follows:
   (A)   The collector’s contract to be entered into hereunder shall provide that the authorized contractor shall furnish the necessary labor and the necessary vehicles, trucks, and equipment in conformity with this chapter for the collection, removal, and disposal of garbage, refuse, and ashes. The collector’s contract shall further provide that the contractor shall not permit garbage, refuse, and ashes to be placed or scattered upon any public or private street, alley, drive, or public place;
   (B)   Whether or not it is so provided in the collector’s contract, the contractor shall remove paper and trash placed in the receptacle, cans, or container, such as wrappings for garbage or rubbish, and shall remove the paper and debris around the receptacle, can, or container so as to leave the premises in a neat and clean condition; and
   (C)   The collector’s contract shall further provide for the collector’s compliance with all laws, statutes, and ordinances of the state, county, and city pertaining to the collection, removal, and disposal of garbage, refuse, and ashes. The contract shall further provide for the compensation to be paid the authorized collector from the city.
