§ 51.01 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   ASH CANS. A receptacle for ashes shall be either of metal or cement, and such receptacle shall have a capacity of not less than ten gallons.
   ASHES. Residue from fires used for cooking and for heating buildings.
   AUTHORIZED COLLECTOR. The authorized collector is the person, corporation, or entity who or which collects and disposes of garbage, refuse, and ashes whose collection, charges, and rates have been approved by the city for the various classifications for users and producers of trash as hereinafter set forth and with whom the city has entered into a collector’s contract.
   COLLECTOR’S CONTRACT. This is the contract to be entered into with a person, firm, or corporation for the collection of all garbage, refuse, and ashes within the city limits of the city, for all of the various user or producer classifications as hereinafter set forth.
   COMMERCIAL CLASSIFICATION. This classification shall be for the business establishments, users, or producers of trash, including stores, rooming houses, multiple-unit dwellings, churches, businesses in the home, and all those places designated as COMMERCIAL by the City Clerk.
   GARBAGE. Wastes resulting from the handling, preparation, cooking, and consumption of food; wastes from the handling, storage, and sale of produce.
   INDUSTRIAL CLASSIFICATIONS. This classification shall be for those users, producers of trash, or business establishments classified and using the industrial electric rates of the Water and Light Department of the city or designated as INDUSTRIAL by the Department or any other utility.
   RATES. This shall mean the monetary remuneration established and received by the city for collection, hauling, and disposal of all garbage, refuse, and ashes generated by its citizens, users, or producers of trash.
   REFUSE. Combustible trash including, but not limited to, paper, cartons, boxes, barrels, wood, excelsior, leather, cloth materials, wood furniture, bedding, noncombustible trash, including, but not limited to, metals, tin cans, metal furniture, dirt, small quantities of rock and pieces of concrete, glass, crockery, other mineral waste; street rubbish, including, but not limited to, street sweepings, dirt, leaves, catch basin dirt, and contents of litter receptacles. Provided, refuse shall not include earth and wastes from building operations or demolition.
   RESIDENTIAL CLASSIFICATION. This classification shall be for all single-family dwellings for rate purposes and those other dwellings designated by the Water and Light Department of the city as residential.
