(A) No person shall operate a permitted non-highway vehicle on any roadway of the city unless said vehicle shall display the permit required by this section. The permit shall be displayed in such a manner that it is clearly visible from the rear of the vehicle, including sufficient illumination during both the day and at night.
(B) Permits must be obtained from the Metropolis Police Department during normal business hours or from such other representative of the city as the City Council may designate. No permit shall issue until the non-highway vehicle has been inspected and approved by a representative of the Police Department as having the minimum equipment required by § 73.03(C). No permit shall issue until proof of insurance coverage for the specific non-highway vehicle has been provided to the Police Department.
(C) Permits will be valid for a calendar year, or that portion of a calendar year remaining at the time of the issuance of the permit. The fee for permits shall not be pro-rated. The fee will not be refunded if the permitted non-highway vehicle is sold or transferred or the permit is revoked.
(D) No permit will be issued unless the person requesting the permit shall demonstrate to the satisfaction of an authorized representative of the city that he or she is the owner of the permitted non-highway vehicle for which the permit is sought.
(E) When a permit is renewed, the city may either issue a new physical permit, or in the alternative endorse upon its record that the existing physical permit has been renewed.
(F) The city may issue a non-resident, visitor’s permit upon compliance with all of the requirements set forth in this chapter. A visitor’s permit shall be valid for up to five days. The fee for a non-resident visitor’s permit shall be $15 per day paid at the time the permit is issued. A visitor’s permit shall not be renewed. The permit shall commence and end on the dates set forth on the permit.
(G) The fee for the required permit shall be $50 per year. It shall be paid at the time the permit is issued or renewed.
(H) The fee for the required permit shall be waived for the following:
(1) Residents of the city of the age of 62 or older upon providing proof of age; and
(2) Residents of the city who have been determined to be “disabled” and upon presentation of written documentation of the disability.
(3) No fee for the required permit shall be waived for a non-resident of the city or visitor to the city.
