As used in this chapter:
(a) "Company" means the Ohio Water Service Company, its successors and assigns.
(b) "Distribution mains" means a system of secondary conduits, regardless of size, plus their appurtenances, for the primary purpose of supplying water to consumers located along the streets adjacent to such mains.
(c) "Frontage" means the roadway frontage on both sides of the street within which a water line is located or to be located.
(d) "Transmission mains" means a system of primary conduits, eight inches in diameter or over, plus their appurtenances, for the primary purpose of transmitting water between supply and treatment facilities, storage reservoirs and load centers.
