(a) No person shall cause or permit the effluent from any septic tank, sink, basement drain, waste drain or house drain to be emptied into any surface or storm sewer drain constructed in, upon or along any of the roads, alleys or highways of the City at public expense.
(b) The Building Inspector, the Service Supervisor and any police officer of the City shall at all times have access to any premises within the City for the purpose of inspecting the system of drainage and the outlets thereof for the purpose of enforcing this section and no owner or occupant of any premises shall refuse to permit any of such officers or employees to make such inspection.
