1-6-3: PRESIDENT OF COUNCIL:
At the first meeting of the council following a general city election, the council shall, from its members, elect one council member to be styled president of the council. The president of the council shall have all powers of the mayor when serving in that office due to absence of the mayor or vacancy in the office of mayor. (Ord. 47, 8-28-1967)
