(a) A police cadet program may be established in the City employing persons as police cadets at age eighteen for the purpose of training persons to become policemen and policewomen.
(b) A person participating in a municipal police cadet program shall not be permitted to carry or use any firearm in the performance of his duties, except that he may be taught the proper use of firearms as part of his training.
(c) The Civil Service Commission is hereby directed to amend its regulations so as to include the provisions contained in subsection (a) hereof.
