The Mayor shall be the Director of Public Safety and shall be the head of the Safety Department. He shall have all the powers and duties now or hereafter given the Director of Public Safety in cities by law and shall have supervision over and be responsible for the efficient operation of the Police and Fire Departments and such other divisions or departments prescribed by ordinance not inconsistent with this Charter or general law.
