No person shall stop, stand or park a vehicle, whether occupied or not, other than temporarily for the purpose of, or while actually and actively engaged in, loading or unloading in a designated fire lane, or in any space between a designated fire lane and an adjacent building(s), as established by this chapter. The registered owner of a vehicle found in violation of this section shall be held prima-facie responsible for any such violation.
